## LAYER 5 � EMBR (Embodied Regulation)

## LAYER 6 � GEN-CULTIVATE (Governance)
No layer absorbs another's function. Local precedes regional precedes global. Blue-collar workers are structural stakeholders. Documentation is control.

Humans may use AI to assist interpretation. Humans may NOT delegate unresolved interpretation to AI blindly. If meaning is unclear, the system pauses. It does not guess.
## REVERSIBILITY
Every action must be pausable, correctable, or rollback-able. Local-first validation is mandatory before regional or global application.
## LABOR INCLUSION
Blue-collar, service, maintenance, and operational workers are structural stakeholders. Systems must be maintainable by real people under real conditions. No extractive economics.
