# Prompt Runtime - Fase 2 Master Folder

## Preflight

## Build section plan

Plan sections from `00_index` to `09_fase_3_handoff`. For each section define purpose, case references, expected claims, applicability and Phase 3 usage.

## Determine applicability

Mark each section as `complete`, `not_applicable` or `blocked`. Never fill non-applicable sections artificially.

## Generate master folder

Generate `fase-2/cartella-master/` with canonical sections. Each section must contain operational content tied to the case, not generic explanations.

## Generate section manifests

Every section must include `section.manifest.json` with case refs, assumptions, claims, Phase 3 usage and quality signals.

## Generate traceability matrix

Create `traceability-matrix.md` and `traceability-matrix.json` mapping case fields to decisions, sections, claims and Phase 3 usage.

## Generate claims register

Create `claims-register.md` and `claims-register.json`. Phase 3 may use only approved or explicitly assumption-based claims.

## Generate assumptions/open issues registers

Create `assumptions-register.md/json` and `open-issues-register.md/json`. Blocking issues block Phase 3.

## Generate Phase 3 handoff

Inside `cartella-master/09_fase_3_handoff/`, create tool routing, provider targets, output map, allowed claims, blocked claims, source map and human review requirements.

## Build consolidated snapshot

Create `cartella-master-completa.md` as a readable snapshot. The canonical source remains `cartella-master/`.

## Score quality

Create `phase-2-quality-score.md/json`. Pass requires `overall_score >= 85` and no blocking gate failures.
