action. "Asset" means whatever this instance tracks — code repositories, services,
dashboards, runbooks, documents.

## Output

Maintain `assets/census` as a table with these columns:

- **status** — `active`, `maintenance`, or `archive`
- **risk** — short phrase (e.g. "no owner", "stale 90d", "untested")
- **next action** — the single most useful move
- **review date** — when to look again

## Rules

- One row per asset. Update rows in place; do not duplicate.
- Flag any asset with no owner or no review date as a risk.
- Surface the top stale or unowned assets at the end as a short "needs attention" list.
