Use these prompts when the environment does not provide dedicated reviewer roles, or when a separate reviewer context needs explicit instructions. Keep reviewers read-only. If no independent reviewer context is available, stop with `BLOCKED_REVIEW_CONTEXT_UNAVAILABLE` instead of self-reviewing.
