I want to set up the AI Context Starter Kit for a new project. This project uses both Claude Code and GitHub Copilot.

Please run /bootstrap to:
1. Copy the context templates (prd.md, workflow.md, infra.md, security.md, sbom.md, tests.md, changelog.md) to the new project's context/ directory
2. Copy the tool hub files (CLAUDE.md, AGENTS.md) to the project root
3. Copy all Claude commands to .claude/commands/
4. Copy all Copilot configuration to .github/
5. Copy the agent system to agents/
6. Set up starter permissions in .claude/settings.local.json
7. Initialize beads with bd quickstart
