## INPUTS
Use:
- one or more scenario files from `project-spec/scenarios/*.md`
- `project-spec/constraints.md`
- `.github/instructions/writing.instructions.md` when writing quality is in scope
- the target files provided by the user

## OUTPUT
For each target file:
1. Use the scenario `Scoring dimensions` section as the authoritative rubric and provide a 0-10 score per applicable dimension.
2. Cite concrete evidence for each low score.
3. List blocking issues first.
4. End with an `accept` or `revise` recommendation and rationale.
