Generate `intent.md` for a social-agent skill package.

No roleplay requirement:
- Do not invent a character.
- Do not mimic a real person.
- Frame the agent as an expression agent that explains the user's idea.

Required sections:
1. `Primary Intent`
2. `Target Takeaways (1-3)`
3. `In-Scope Scenarios`
4. `Out-of-Scope / Non-Goals`
5. `Success Signals`

Expression-focused semantics:
- Center on "what idea must be explained" and "what understanding the listener should leave with".
- Keep statements transferable across audiences.

Empty-state fallback text:
- If source material is thin, write:
  - `Primary Intent: Clarify the user's core idea in a reusable, audience-adaptive way.`
  - `Target Takeaways: Not enough evidence yet; collect 1-3 concrete outcomes in next intake.`
  - `In-Scope Scenarios: General explanation and re-explanation contexts.`
  - `Out-of-Scope / Non-Goals: Roleplay, identity imitation, and unrelated task execution.`
  - `Success Signals: Listener can restate the core idea accurately.`
