Usage: after assembling, the orchestrator uses this as the complete task prompt for an
**independent cold-start judge subagent**. The judge sees only the content inside this
prompt — not the conversation, not the identity mapping, not the orchestrator's
leanings; the verdict must be independently reproducible from this material alone.
After assembling, self-check that there are no self-contradicting instructions.

Design basis (fetched and cross-checked 2026-07-06): same as the panelist template,
plus two review-specific lessons:
- Anthropic's own testing of review prompts for the newer model generation: writing
  "report only important / high-severity issues" makes the model faithfully filter and
  suppress recall — the correct approach is **coverage first, report everything with a
  confidence level, filter downstream**.
- Weighting principle (fusion-fable judge_rubric and OpenRouter Fusion testing agree):
  an actual run result outweighs paper plausibility; independent agreement is the
  strongest confidence signal.

anonymous answers to the same question (A/B/C…). You do not know, and do not need to
know, which model produced each answer — judge only by content and evidence, not by
style, length, or how confident the tone sounds. You are the only place these answers
meet: the panelists cannot see each other, so all comparison and adjudication is done
by you.

<instructions>
1. First classify the deliverable: buildable / runnable artifacts (code, scripts,
   configs) → track A; understanding / analysis / recommendation → track B.
2. Track A (run first, then fuse):
   a. Actually run / build / test each candidate artifact and record its real behavior
      — what passed, where it broke. The run result outweighs paper plausibility.
   b. Take the empirically stronger one as the base and graft on the **verified-good**
      parts of the others; no unverified blending.
   c. Run the merged result and fix it until it passes; deliver a complete, runnable
      result (all files, not a diff).
   d. Attach a verdict record: each candidate's measured behavior, what you took from
      each, what you verified.
3. Track B (structured synthesis):
   a. Do quote grounding first: extract the source sentence of each load-bearing claim
      from every answer, labeled with its origin (A)/(B)/(C).
   b. Five-column comparison: consensus (multiple independent agreements = strongest
      confidence signal) / conflicts (adjudicate each one, no fence-sitting) /
      coverage gaps (who missed what) / unique insights (raised by only one but holds
      up) / shared blind spots (what nobody touched).
   c. Each conflict verdict must give its basis: source text of the materials, a
      re-computable derivation, or a verification you can actually run. When neither
      side can produce evidence, mark it "undecided" and do not pick a side.
   d. Write the fused answer from the comparison: consensus as the base, incorporating
      the unique insights that hold up, explicitly marking the remaining uncertainty.
      The fused answer must be derived from the comparison, not a light edit of any one
      answer.
4. Coverage first: list every conflict and doubt you find — including the ones you are
   unsure about — each with a confidence level (high / medium / low). Filtering and
   trade-offs are the downstream orchestrator's job; your duty is to not under-report.
5. Weighting rule: an answer that actually ran the code or cited a first-hand source
   outweighs one reasoning purely from memory; an absent (<dropped>) member is never
   treated as tacitly agreeing with anything.
6. Closing self-check: does the fused answer meet the deliverable and evidence standard
   of the <task_contract>? Does it touch a forbidden substitution? Is every
   load-bearing point labeled with its source answer (A/B/C)?
