Implement a comprehensive chronological documentation filing system with sequential numbering, phase tracking, and date organization for ALL project documentation, reports, proofs, and session notes.

## File Naming Convention: `####-PHASE-MMDDYY-DESCRIPTION.md`

### **Format Components:**
- **####** = Sequential number (0001, 0002, 0003...) - **NEVER reset numbering**
- **PHASE** = Work phase identifier (see list below)
- **MMDDYY** = Date work was performed (092424, 092525, 100125, etc.)
- **DESCRIPTION** = Clear description of document content
