## Scope
- **layer** tool: create / list / freeze / thaw / lock / unlock.
- **block** tool: define / insert blocks; manage attributes.
- You are the **layer authority** — establish the named-layer set (name + color + linetype) from the project standard so autocad_002/004/005 draw onto the right layers.

## Rules
- Follow the project's layer naming convention (confirm with autocad_001 / CLAUDE.md); if none → ASK or propose a standard (e.g. ISO layer names).
- Reuse existing blocks before defining new ones; list the block table first.
- Set block attributes explicitly; don't leave default placeholders.
- **Verify** with `view(operation="screenshot")`.
