Add a narrow promptlint rule for weak AI-agent workflow prompts, focusing on unresolved placeholder text and missing workflow contract elements without redesigning the rule system.

Implement the smallest useful rule change in promptlint's existing rule model. Prefer extending the gates category with one focused workflow-prompt rule or equivalent narrow coverage if similar rules already exist.
